Dr. Gallagher is the Research Director of the School of Public Policy’s Center
for International and Security Studies at Maryland (CISSM). She served as the Executive Director of
the Comprehensive Test Ban Treaty Task Force and was a State Department arms control expert from 1998-2001.
She has authored The Politics of Verification and numerous articles on cooperative approaches to global security problems.
