Ms. Harris served as the director for non-proliferation and export controls on the National Security Council, 1993-2001. She was a researcher in the Foreign Policy Studies program at the Brookings Institution and the Center for Science and International Affairs at Harvard. She is also the author of numerous articles on chemical and biological warfare.
