Dr. Milner has an extensive project experience with DARPA: He directed th enext generation mobile, wireless networking programs, managed a Small Business Innovation Research project, developed the communications infrastructure to support the Synthetic Theater of War Advanced Concept Technology Demonstration, and directed the Defense Simulation Internet (DSI), a worldwide real-time internetwork.

Dr. Milner is the author of "Scalability of Dynamic Wireless Tactical Networks," and "Routing and Mobility Performance in Wireless Base-Station Networks."
