Credentials

Mr. Tarnoff leads the $20 million project funded by the National Institute of Justice to provide communications inter-operability among all first responders to major incidents including fire, police, EMS and transportation. His research includes working with federal law enforcement organizations including FBI and Secret Service.

Mr. Tarnoff was the co-principal investigator of a research project that studied the most appropriate traffic signal timing to be utilized during a major transportation evacuation. The study examined a corridor in northwest Washington, DC and explored the techniques that would provide the greatest capacity for evacuating the residents and businesses of the City.

Mr. Tarnoff is the principal investigator for a series of research projects that involve the development of a standardized set of performance measures for evaluating transportation mobility. These measures include the ability to assess the effectiveness of transportation operations during major evacuations.

Mr. Tarnoff has presented an on-line seminar for the Institute of Transportation Engineers (ITE) on the subject of transportation operations during major evacuations.

Mr. Tarnoff is a member of the U.S. Department of Transportation National Transportation Operations Dialog.
