What is HATS?
The University of Maryland's Automated Tracking System (HATS) is an integrated management information system that functions at the client (services), management (efficiency) and system (effectiveness) levels, where performance measures can be generated at every level. HATS improves client outcomes through the maintenance of accurate and comprehensive client information from multiple agencies. HATS also assists management in monitoring program development, service delivery, quality assurance and performance evaluation. Further, HATS can improve systems through the measurement of societal outcomes, public accountability and resource allocations.
HATS is a network server based computer software designed to allow for the entry and sharing of offender and client information on progress across various organizational networks, while maintaining all of the federal protections for confidentiality. HATS mimics the paper world, where, agencies can perform and record all of their internal operations using HATS such as: intake, case management and supervision, drug testing, treatment events and progress notes, sanctions management, client needs and service referrals, reporting of services received, billing for services and state and federal automated data reporting.

HATS is used by criminal justice and treatment professionals, child welfare agencies, social service agencies, public schools, health care providers, and community-based service providers.
