Health Insurance Portability and
Accountability Act (HIPAA)The U.S. Health Insurance Portability and Accountability Act (HIPAA) provides privacy protections for medical records and other individually identifiable items of health information created or maintained by a HIPAA “covered entity.”
- In the context of a HEALTH CARE PROVIDER, the University of Maryland has determined that — at this time — only the University Health Center meets these requirements for HIPAA coverage.
- In the context of HUMAN SUBJECTS RESEARCH, HIPAA's “Privacy Rule” establishes conditions under which certain personally identifiable items of health information may be used or disclosed by covered entities for research purposes. Also, the American Council on Education has an excellent analysis of the impact of the HIPAA Privacy Rule on academic research.
HIPAA's Privacy Rule goes into effect on 14 April 2003, and the university's application forms for review of human subjects research have been updated to reflect HIPAA compliance.
