The NSF has updated is Proposal & Award Policies & Procedures Guide, NSF 09-29. The updated guidance can be found at

The PAPP will be effective for all proposals received on or after April 6, 2009. The major change is to update NSF's implementation of the mentoring requirement contained in the America COMPETES Act.

Effective April 6, 2009, proposals that request funding to support postdoctoral researchers must include, as a supplementary document, a description of the mentoring activities that will be provided for such individuals. Proposers should complete a one page mentoring plan which describes the mentoring activities for all postdoctoral researchers supported, regardless of whether the postdoctoral researchers are at the submitting institution, a subawardee, or any other organization participating in a collaborative project. Until the April 6, 2009, effective date, proposals must include the mentoring description as a separate part of the 15 page project description.
