Joseph Smith
Director - Human Research Protection Program

Joe Smith currently serves as the Institutional Review Board Manager, Conflict of Interest Administrator and manages the daily operations of the Research Compliance Office. He is a Certified IRB Manager (CIM), Certified IRB Professional (CIP) and received an MA in Applied Professional Ethics, as well as a BA in Psychology from the University of Maryland, Baltimore County. Joe received the 2013 Outstanding Staff Award from the UMD Division of Research.

Prior to arriving at the University of Maryland College Park campus in 2009, Joe served as a Human Research Protections Analyst at the University of Maryland, Baltimore.

Attended and presented at numerous national and local training sessions and conferences focused on human research protections. He also leads professional development talks at the University of Maryland, College Park for faculty, students and staff on topics related to the IRB process, conflict of interest and other aspects of research compliance. In addition, Joe serves as an ex-officio member on the Institutional Biosafety Committee and Diving Control Boards.

Andrea Dragan
IRB Manager

Andrea Dragan joined the Research Compliance Office in December 2011 and serves as a Research Compliance Analyst for the IRB, specializing in social and behavioural human subjects research. She is a Certified IRB Manager (CIM), Certified IRB Professional (CIP), and completed her undergraduate education at the University of Maryland, receiving her B.A. in American Studies and Eastern European History in 2010. Between finishing her undergraduate studies and returning to campus to join the RCO, she worked for The Joint Journey program at Orthopaedics and Joint Replacement at Mercy Hospital in Baltimore, Maryland. In April 2015, she was elected to the University Senate and serves as an Exempt Staff Senator.

Dawn Roy
Research Compliance Analyst

Dawn joined the Research Compliance Office in July 2013. She previously worked at the National Institute of Health as a Program Support Specialist. Dawn is a certified IRB Manager and she received her B.S. in Political Science with a minor in Public Administration from Winston Salem State University. Previously, she has also worked at the Children's National Medical Center, Holy Cross Hospital and the Harris Corporation.

Katie Murtough
Graduate Assistant

Katie Murtough is currently working towards a Master of Science in Conservation Biology and Sustainable Development as well as a Master of Public Policy in Environmental Policy with a Focus in Non-Profit Management. She has degrees in Animal Science and in Anthropology from Cal Poly Pomona. Over the past 10 years Katie has worked extensively in zoological-based conservation programs as a zoo keeper, education specialist, and most recently, as a researcher at the National Zoo. In addition to her zoological work, Katie has conducted bio-anthropological field research in the United States, Poland, and Rwanda and has worked as a Research Assistant at the American College of Obstetricians and Gynecologists.
